Why is my Google Ads conversion firing on every page?
Usually because the conversion tag in Google Tag Manager is attached to an All Pages (or Page View / DOM Ready) trigger instead of a thank-you page or a custom event. Every visitor then counts as a conversion. If that action is primary in Google Ads, Smart Bidding optimises for cheap visits. Fix: move the tag to the real success event, or set the action to secondary until it is fixed.
How to check in 2 minutes
- Open your site in Chrome, open DevTools → Network, and filter on
pageadorgoogleadservices. - Load 2–3 normal pages (home, blog post, pricing). Do not sign up.
- If you see
/pagead/conversion/AW-…/?label=…requests on those pages, a conversion fires without anyone converting. Note thelabel. - In Google Ads → Goals → Conversions, find the action with that label and check whether it is Primary.
Fireshift does this automatically across your home, pricing, signup and demo pages and flags any label that fires on most of them.
Why it happens
- Wrong trigger. The Google Ads Conversion Tracking tag got the All Pages trigger, often copied from the Conversion Linker or GA4 config tag, which should fire on all pages.
- Remarketing confused with conversion. Someone set up an Ads conversion where a remarketing tag was meant.
- A "page view" conversion created in Google Ads (URL contains "/"), often during account setup or by an auto-created goal.
- A thank-you URL rule that matches everything, e.g. "URL contains
?" or a regex that is too loose.
What it costs
Smart Bidding (Maximize Conversions, Target CPA, Target ROAS) uses primary conversion actions as its goal. A conversion that every visitor triggers makes reported CPA look excellent while sales see no new leads, and pushes spend toward the cheapest traffic. Secondary actions are only reported, so the damage there is messy reporting, not bidding.
How to fix it
- In Google Ads, set the action to Secondary now. This stops bidding on it without losing history.
- In GTM, change the tag's trigger to the real success event: a form submit success event, a
signup_successdataLayer event, or a thank-you page view with an exact path. - Publish, then confirm with DevTools that the conversion request only appears after a real signup.
- Expect reported conversions to drop sharply. That is the fix working. Give bidding 1–2 weeks to relearn.
FAQ
Does a conversion on every page hurt if it's secondary?
Not bidding, but it inflates the All conversions column and confuses reporting. Clean it up anyway.
Is the Conversion Linker supposed to fire on all pages?
Yes. The Conversion Linker and the Google tag (GA4 config) should fire on all pages. Only conversion tags should be tied to a success event.
